The plywood barrier recipe that skips the engineer (EBC 1504.1.4.1)

EBC 1504.1.4.1 lets you build a deemed-to-comply pedestrian barrier from plates, panels and studs — no structural engineer.

Here's a corner of the code most contractors never read until an inspector points at it: when you're building or tearing down near a public sidewalk, you may have to wall the pedestrians off from the work. The California Existing Building Code calls that wall a barrier — and it gives you two ways to build one. You can have it engineered to the loads in Chapter 16 of the California Building Code, or you can follow a prescriptive plate-panel-stud recipe and skip the engineered design entirely.

That recipe lives in Section 1504.1.4.1. For one printing, one line of it asked for a plywood thickness that didn't square with the rest of the list. The January 2026 errata fixed it. The fix is worth knowing — but the recipe is the real story.

First: when do you even need a barrier?

Not every job needs one. Table 1504.1 sorts it by two numbers: how tall the construction is, and how far it sits from the lot line.

  • Construction 8 feet or less and less than 5 feet from the lot line → construction railings (not less than 42 inches, per Section 1504.1.3).
  • Construction more than 8 feet tall and less than 5 feet from the lot line → barrier and covered walkway.
  • More than 8 feet tall and 5 feet or more away, up to one-fourth the height of construction → still barrier and covered walkway.
  • Between one-fourth and one-half the height → barrier alone.
  • Beyond one-half the height (or 8-feet-or-less work sitting 5+ feet back) → no protection required.

So the barrier is for the tall, close work. Once you owe one, Section 1504.1.4 sets the basics: not less than 8 feet (2438 mm) high, on the side of the walkway nearest the construction, running the entire length of the site, with any openings protected by doors that are normally kept closed.

The deemed-to-comply recipe

Here's the part that saves you a structural engineer. Build the barrier this way and it's deemed to resist the loads — no separate design required:

  1. 2-by-4 top and bottom plates (51 mm by 102 mm).
  2. Sheathing of boards at least 3/4 inch (19.1 mm) thick, or wood structural use panels at least 1/4 inch (6.4 mm) thick.
  3. Panels bonded with an exterior-type adhesive (identical to that used for exterior wood structural use panels).
  4. Panels 1/4 inch (6.4 mm) or 5/16 inch (7.9 mm) → studs no more than 2 feet (610 mm) on center.
  5. Panels 3/8 inch (9.5 mm) or 1/2 inch (12.7 mm) → studs no more than 4 feet (1219 mm) on center, with a horizontal 2-by-4 stiffener at mid-height wherever the stud spacing tops 2 feet.
  6. Panels 5/8 inch (15.9 mm) or thicker → spans no more than 8 feet (2438 mm).

Read items 4 through 6 together and the logic is plain: thinner panel, tighter studs. A 1/4-inch panel wants studs every 2 feet; step up to 3/8 or 1/2 inch and you can stretch to 4.

Verified against the 2025 California Existing Building Code, Section 1504.1.4.1 (Part 10, with January 2026 Errata) — including the unchanged metric value "5/16 inch (7.9 mm)" in item 4.

The typo, and why the metric gave it away

Before the errata, item 4 didn't read "5/16 inch." It read "15/16 inch (7.9 mm)."

That's the tell. 15/16 inch converts to about 23.8 mm — not 7.9 mm. The fraction that actually equals 7.9 mm is 5/16 inch. The metric value never changed; only the inch fraction was wrong. The parenthetical was quietly carrying the correct answer the whole time.

The recipe's own structure says the same thing. Item 4 is the thinnest-panel, tightest-spacing tier. A 15/16-inch panel would be thicker than anything else named in the recipe — thicker than the 5/8-inch panels in item 6 — yet it was sitting in the row reserved for the thinnest sheathing on the tightest studs. Backwards. The corrected 5/16 inch is exactly where a thin panel belongs.

The fix came in from the 2024 IEBC errata and reached California through the January 2026 Title 24 errata. It changes one fraction. But on a line that pairs panel thickness with stud spacing, the wrong fraction is the difference between a buildable spec and one nobody could satisfy.

This is the statewide baseline, not the last word. Pedestrian protection sits on public right-of-way, and local jurisdictions can layer on requirements — encroachment permits, sidewalk-closure rules, traffic control. None of this is legal advice.
