A straight water heater swap still needs two seismic straps
CPC 507.2 wants two straps — upper and lower third, 4 inches above the controls — and it's backed by statute, not just plumbing code.
Here's the thing about the water heater strap: most crews treat it as a plumbing-code detail you can eyeball. It isn't. It's a two-point requirement written into the California Plumbing Code — and behind that, it's California statute that reaches the everyday swap-out nobody thinks needs a plan check.
What the code actually requires
CPC Section 507.2 is short and specific. Water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. Then it tells you exactly where the straps go:
- Strapping at two points — within the upper one-third (1/3) and the lower one-third (1/3) of the tank's vertical dimensions.
- At the lower point, not less than four (4) inches must be maintained above the controls.
That's the part that gets missed. One strap isn't compliant. A lower strap slapped on right at the gas valve isn't compliant. Two straps, correct thirds, four-inch clearance above the controls — every time.
Verified against the live 2025 California Plumbing Code text (Title 24, Part 5, §507.2): "Strapping shall be at points within the upper one-third (1/3) and lower one-third (1/3) of its vertical dimensions. At the lower point, minimum a distance of not less than four (4) inches (102 mm) shall be maintained above the controls with the strapping."
It's statute, not just code
Here's what sets 507.2 apart from a lot of the plumbing code: it's backed by a state statute that the CPC actually reprints in a note for clarity. Health and Safety Code Section 19211(a) reads that "all new and replacement water heaters, and all existing residential water heaters shall be braced, anchored, or strapped to resist falling or horizontal displacement due to earthquake motion."
Read that scope again — new, replacement, and existing residential. The statute lives in the Health and Safety Code's Earthquake Protection chapter, in an article titled "Water Heater Strapping and Installation." This isn't a niche plumbing preference. It's a duty California put on the books, and it applies whether you're roughing in a new house or dragging out a 12-year-old tank on a Saturday.
The trap: the "no-review swap"
The failure mode is predictable. A like-for-like replacement feels like a no-review swap, so the strap gets treated as optional — reuse the old single strap, skip the four-inch clearance, move on.
Two problems with that. First, the strapping duty doesn't care that it's a replacement — 19211(a) names replacement and existing heaters by their own words. Second, the swap itself isn't permit-exempt. CPC 502.1 makes it "unlawful for a person to install, remove, or replace... a water heater without first obtaining a permit from the Authority Having Jurisdiction." The same-day swap is permitted work, and permitted work gets inspected against 507.2.
What actually counts as a "water heater" here
One scope note worth carrying, straight from the statute: 19211's securing duty is defined around a standard water heater with a capacity of not more than 120 gallons for which a pre-engineered strapping kit is readily available. That's the universe the rule is written for — the residential tank in the garage or the hall closet, and the off-the-shelf kit made to strap it.
Where local rules can change the details
The statute sets the floor — a heater must be secured — but it also points to the California Plumbing Code "or modifications made thereto by a city, county, or city and county." Translation: your jurisdiction can amend the securing details, and some do. Before you standardize one strapping detail across every job, verify the current requirement with your local building department. The two-strap CPC baseline is the minimum, not necessarily the whole story wherever you happen to be working.
