Building a Deck in a California Fire Zone? WUI Code §504.7.3
Section 504.7.3 lists which deck, porch and stair surfaces pass in a Fire Hazard Severity Zone — and a 40-minute burn test draws the line.
Ask a contractor rebuilding in a burn scar what their new deck can be made of, and you'll often hear a species or a brand name. In a Fire Hazard Severity Zone, the California Wildland-Urban Interface Code (Part 7) answers differently. Section 504.7.3 doesn't care what the boards are called. It cares how they behave when fire attacks from below and embers land on top.
Here's the thing: a deck is one of the most reliable ember traps on a house. Embers collect in the gaps, wind drives flame up through the underside, and the walking surface becomes kindling bolted to your exterior wall. So the code regulates the surface itself — decks, porches, balconies, and stairs all fall under the same rule.
The seven ways to build the surface
Section 504.7.3.2 says the walking-surface material has to be one of these:
- A material that passes both ASTM E2632 and ASTM E2726 and meets the acceptance conditions in §504.7.3.3.
- Ignition-resistant building material meeting §503.2.4.
- A material meeting both SFM Standard 12-7A-4 and §503.2.4.
- Fire-retardant-treated wood labeled for exterior use and complying with §2303.2 of the California Building Code.
- Noncombustible material.
- A material meeting SFM Standard 12-7A-4A — paired with a noncombustible or ignition-resistant exterior wall covering.
- A material that passes ASTM E2632 (per §504.7.3.4) — again paired with a noncombustible or ignition-resistant wall.
Verified against the live 2025 California WUI Code, §504.7.3.2: those are the seven options as the code lists them. ASTM E2632 is the "Under-Deck Fire Test Response of Deck Materials"; ASTM E2726 evaluates a deck's "Fire Test Response … to Burning Brands."
Notice the pattern. Options 1 through 5 stand on their own. Options 6 and 7 lean on the wall behind the deck — more on that below.
What the burn tests actually check
The load-bearing option is #1, and it's two tests, not one.
ASTM E2632 is the under-deck flame test. Three specimens; if one fails, three more must all pass. To clear it, the material has to hold a peak heat release rate at or below 25 kW/ft² (269 kW/m²), show no sustained flaming or glowing at the end of the 40-minute observation, and drop no burning particles to the burner or floor (§504.7.3.3.1).
ASTM E2726 is the ember test — a "Class A" size roof test brand set on top. Same three-specimen rule. No sustained combustion at 40 minutes; no falling burning particles (§504.7.3.3.2).
And §504.7.3.3 adds a third hurdle for Item 1: the material also has to pass the extended 30-minute ASTM E84 / UL 723 tunnel test and meet §503.2.4 — a flame-spread index of 25 or less.
Why bare pressure-treated lumber usually isn't enough
Pressure-treated decking is treated against rot and termites, not fire. It's combustible, it carries no wildfire-test listing, and it is not fire-retardant-treated wood labeled for exterior use. So it doesn't satisfy any of the seven options on its own. Option 4 is the wood path — but it requires FRT wood labeled for exterior use per CBC §2303.2, which ordinary pressure-treated lumber doesn't carry.
This is where composite and PVC boards carrying the required listing come in — many are tested to E2632/E2726 or SFM 12-7A-4. One caution: wood-plastic composite and plastic-lumber products have to prove they hold their fire performance after weathering (§503.2.4.3), so it's the listing, not the label on the bundle, that proves compliance. Confirm the specific product's listing with your local jurisdiction before you rely on it.
The wall behind the deck changes your options
Options 6 and 7 are the trade-off paths. A board that only passes the under-deck flame side — SFM 12-7A-4A or ASTM E2632 alone, without the ember test — is allowed only when the attached exterior wall is noncombustible or ignition-resistant. Each carries the same exception: the wall can be any complying material if the decking itself meets ASTM E84 / UL 723 at a Class B flame-spread index. A weaker deck surface buys compliance only when a stronger wall backs it up.
Two details plan checkers catch
Flashing (§504.7.3.1). A minimum of 6 inches of metal flashing, applied vertically on the exterior of the wall, at every deck-to-wall intersection. Miss it and it's a correction.
The underside. Above the boards is the walking surface; below, the exposed underside of the projection has its own menu (§504.7.1), including a 40-minute ASTM E2957 path with its own three-specimen acceptance rule (§504.7.2).
