Screener stays connected to Tyler EnerGov

The new-application check against Tyler EnerGov now searches each permit number as an exact match instead of a broad text search, cutting each probe to a single page. That stops the city portal from rate-limiting CrossBeam, so the Screener Inbox and Incomplete Tasks no longer show sign-in errors.

Resubmitted filings return to Incomplete Tasks

When an applicant resubmits a filing staff returned, it now moves back to Incomplete Tasks with its Returned by chip, instead of staying in Completed Tasks where it could be missed.

Screener queue drops the My Tasks tab

On the Screener, whoever is on duty works one shared queue, so the per-user My Tasks tab is gone. The queue now shows Incomplete Tasks and Completed Tasks, and old links to the tasks view open the shared Incomplete Tasks queue.
